BASE API

1. Get total count of the stored test cases
2. Get current test cases from memory store to 3500 cases should be storeg in memory
3. Get data range as an info from first storeg case to last one
4. Get test cases by date range not more than 3500
5. Store images, and serve images as an static items
6. Store config for flexible test case view configuration

Base information

1. Service should be able to work with different DBs (mysql, mongo, etc)
2. Some scope of the test cases should be storeg in memory for fast response
3. Service shoul be able to work only with memory and backup only from disk
