Serve Caseless

I was trying to use RPG Maker websites without the executable on linux and found case-sensitivity to be a real hassle, this is the solution. it is heavily untested and not to be considered secure. It will auto-open to the address http://localhost:5000 i'm just putting it here for my own convenience.
