Provides data to build top level navigation in n-header-footer

Installation
$ git clone git@github.com:Financial-Times/next-navigation.git
$ cd next-navigation
$ make install
Development
Currently, the nav is defined by nav.js. To make a change to the nav, update the js file, then re-build the templates in n-header-footer.

- Move the nav configuration into the Lists API
